TVGA was retained to conduct metes and bounds surveys and legal descriptions for development of 15 RCI parcels totaling 20 miles in perimeter length as required for the property transfer to a private consultant. Upon completion of the fee negotiations and receipt of notice to proceed, TVGA scheduled a project kickoff meeting on site. Specific items covered at the meeting were site access and scope clarifications. TVGA, along with the Local RCI Designee, visually identified and walked the proposed boundaries of each separate parcel to establish the perimeter of each.
Individual parcel boundaries were established during the survey field work utilizing electronic total stations with data collectors, and as defined by the Local RCI Project Designee. Prior to the installation of the new boundary corner monuments, TVGA field personnel will be requesting Excavation Permits and contacting the participating agencies to ensure proposed corner locations are clear of underground utilities and appurtenances. Geodetic horizontal control was established and referenced to the North American Datum 1983/1996 (NAD 83/96), New York State Plane Coordinate System was utilized using differential GPS techniques and completed in accordance with specifications in the U.S. Army Corps of Engineers Engineering and Design Manual EM 1110-1-1004, “Geodetic and Control Surveying”, dated 1 June 2002 and EM 11101 1003, “NAVSTAR Global Positioning System Surveying”, dated 1 August 1996.
All work is being performed in accordance with the standards of applicable local and state laws and the specific requirements for Surveying on Military Bases as set up by the U.S. Army Corps of Engineers Engineering and Design Manual EM 1110-1-2909, dated 1 July 1998. Survey plats will be prepared in MicroStation J, AutoCAD2004, and Adobe Acrobat .pdf formats. A final survey report will be prepared in a Microsoft Word format, and submitted in bound and digital copies.
