TVGA was retained to perform a feasibility study for the formation of a town-wide water improvement area. The study involved the development of a town-wide hydraulic network analysis using the KY Pipe Program. 

TVGA evaluated the option of providing the entire town with water supplied by the Niagara County Water District. Computer simulations were generated for a preliminary design of approximately 170 miles of water transmission and distribution lines for average daily flow, peak hourly flow and required fire flow demands. Due to the anticipated phasing of construction, a comprehensive capital plan, financing program and user-fee system were also developed for the proposed project.

In 1990 the Town implemented the Town-Wide Water Improvement Project that was designed to provide public water to all residents within this 90 square mile town.  The Town-Wide Water Improvement is an on-going project anticipated for completion in early summer of this year.  To date this project has involved the installation of approximately 454,000 LF of eight (8) through twenty-four (24) inch diameter waterlines, meter pits, regulating pits, and all associated appurtenances.  A detailed hydraulic network analysis was completed at the onset of the project to determine pipe sizing, transmission and distribution facilities as well as pumping and water storage requirements.  Funding of the project was provided through USDA - Rural Utility Service and the issuance of Municipal Bonds.
