The Chautauqua County Department of Public Facilities (CCDPF) retained TVGA Consultants to provide preliminary through final design phase services for the Millennium Parkway project in the Dunkirk, New York area. This project is a locally administered federal aid project that is intended to provide more direct access for truck traffic from I-90 Interchange 59 and NY Route 60 to an existing industrial corridor that extends from the City of Dunkirk into the Towns of Dunkirk and Sheridan, New York. TVGA is the prime consultant responsible for providing environmental, survey, design and construction phase services for the project, which is slated for construction in 2010.
As part of the Project Scoping process, TVGA administered a series of public and agency scoping meetings and developed and evaluated a series of alternatives ranging from the upgrade of the existing truck route to multiple new roadway alignments. The preferred alternative identified as a result of the Project Scoping process involves the reconstruction of an existing road, Talcott Street, and the construction of a new extension through a brownfield redevelopment area controlled by the County. This route improves access to the industrial corridor, decreases the length of the truck route, passes 120 fewer residences and links two segments of the industrial corridor that are currently disconnected, while imparting only minimal environmental impacts and requiring only minor ROW acquisition. Consequently, the project is being processed as a Categorical Exclusion with documentation (CATEX D) under the National Environmental Policy Act (NEPA).
The design of this two lane roadway is being progressed in accordance with the NYSDOT Locally Administered Federal Aid Project (LAFAP) Manual and involves the reconstruction of approximately 3,000 LF of Talcott Street, the construction of approximately 3,200 LF of new roadway through the brownfield redevelopment area, and the reconstruction of one at-grade railroad crossing.
