TVGA was retained by the Town of Clarence for the analysis of all 450 existing culverts for the purpose of determining their capacity and identifying possible deficiencies.  Each culvert was surveyed to determine its existing size, slope and condition.  The contributing watersheds to each culvert were then determined and peak runoff rates were determined using USDA TR-55 methods.  The hydraulic capacity of each culvert was then calculated using FHWA HDS-5 methods.  Peak runoff rates were compared to capacities and a report was prepared that documented the study and recommendations for improvement.

The study also involved that conversion of existing town wide topographic mapping to the FEMA accepted benchmark and comparing that topographic mapping to FEMA flood data.
