The Allegany County Landfill has been in operation since 1987 but had never had a New York State Department of Environmental Conservation (NYSDEC) approved Closure or Post-Closure Plan as required by 6 NYCRR Part 360. NYSDEC required that the County prepare such a plan and initiate closure activities on those portions of the landfill that have been filled to capacity. TVGA was retained to prepare the Closure/Post-Closure Plan to describe the overall requirements for the entire landfill facility and explain in greater detail the closure approach for the first three of nine landfill cells (the first phase of a multi-phased closure approach). The project included the preparation of final design contract documents and construction management services for the cover system over the first three cells. |
