GRANT WRITING

The Environmental Facilities Corporation (EFC), Department of Environmental Conservation (DEC) and Department of Health (DOH) recently announced the availability of draft Intended Use Plans (IUPs) for the Clean Water State Revolving Fund (CWSRF) and the Drinking Water State Revolving Fund (DWSRF). 

Both programs provide low-costs or no-cost financing to communities implementing water quality projects. The DWSRF provides financing for infrastructure directly related to drinking water supply, and the CWSRF provides for projects that protect, maintain and improve water quality for all waters of New York State.   The most common type of CWSRF project is the construction or upgrade of a wastewater treatment plant to prevent waterway pollution.

In order to be considered for CWSRF financing, applicants must complete two major steps:

  1. Submit a Project Listing Form, which  EFC staff use to score, rank, and list projects in the Intended Use Plan (IUP); and,
  2. Projects listed on the Annual List of the IUP must submit a complete CWSRF Financing Application, which provides project costs, applicant credit information, and other details that determine financing options.

The EFC encourages applicants to submit listing forms for all potential projects by Friday, August 27, 2010.  The CWSRF Project Listing Forms require project information pertaining to:

  • The existing source of pollution;
  • The potential water quality improvement;
  • Consistency with management plans;
  • Intergovernmental needs;
  • Financial needs; and,
  • Economic needs.

Subsidy lines are identified on the IUP Annual List.  Projects above the subsidy lines on the final IUP Annual List can receive CWSRF subsidized financing.  Projects below the subsidy lines and above the contingency lines on the final IUP Annual List may become "reachable" for CWSRF subsidized financing later in the IUP financing period.  Unsubsidized financing is also available for projects that require short-term financing in excess of the amount available under the Short-Term Interest-Free Financing program.
