ENVIRONMENTAL REVIEW (SEQR) FOR GM EXPANSION

TVGA was retained by the Erie County Industrial Development Agency (ECIDA) to conduct an objective third party review of the Environmental Impact Assessment prepared for the new GM L-6 Engine Plant at the General Motors Power Train Group’s Tonawanda Engine Plant. The project was conducted pursuant to the State Environmental Quality Review Assessment (SEQRA). The project involved a $500 million reinvestment for construction and operation of a 500,000 units per year, approximately 730,000 square foot manufacturing facility, office building, parking lot and new access roads. Potential environmental impacts included storm and wastewater discharges, air quality, utilities and power distribution, noise and odors, historic and archeological resources and transportation and traffic.

TVGA coordinated the SEQR review in accordance with the requirements of 6 NYCRR Part 617, reviewed the Environmental Impact Analysis, Environmental Assessment Form Part 1 and supporting documents for completeness and accuracy. TVGA was responsible for the preparation of the Environmental Assessment Form Part 2-Impacts and their magnitude, and Part 3-Evaluation of the Importance of Impacts, made recommendations to the ECIDA and prepared for their consideration the Negative Declaration and Notice of Determination.
