A number of national food processing companies are located in an area that parallels a major rail corridor in the Dunkirk, New York area. This food processing corridor is segmented by an assemblage of brownfield sites that were formerly occupied by a locomotive manufacturing complex. The area is also lacking continuous roadway infrastructure and direct linkage with the state highway system. TVGA was retained by Chautauqua County to assist in developing and implementing a multi-pronged strategy to redevelop these brownfield sites and improve the transportation infrastructure within this corridor for the purpose of promoting the expansion of existing industry and complementary economic development opportunities.

TVGA’s role in this process has included the strategic investigation, cleanup and demolition of multiple brownfield sites within the corridor in order to prepare them for private redevelopment. This included the procurement of liability protection and over $2.5M in grant funding via State and Federal grant programs. As a result, Chautauqua County has been able to consolidate ownership of all brownfield sites, quantify cleanup costs and prepare strategic sites for redevelopment. TVGA also assisted the County with the Request for Proposal (RFP) process for the redevelopment of the overall brownfield complex, including conceptual development scenarios, preparation of the RFP, and multiple meetings with developers and funding agencies. This process has culminated in a development proposal that involves nearly $19M in new construction and will enable substantial growth of several existing companies.

TVGA prepared the contract documents, bid the project and performed construction inspection for Phase III road and utility construction.  Phase III construction was substantially complete by June 2008 to coincide with the opening of the warehousing and distribution complex. TVGA was responsible for ensuring that construction activities complied with the contract documents as well as the provisions of the NYSDEC-approved Soils Management Plan, which addressed residual contamination at the site.
